The people to answer that question would be those in the respective municipal/city Mayor's Office.. licensing division. Different places have differing ways of classifying businesses within their jurisdictions. In Pasig City, they classify computer rentals/gaming & internet shops alongside apartment businesses. Go figure...

Normally these are clasified as hobby and hobby servicing shops, same classifications as RC shops on toy cars, toy tanks, toy helicopters... even dive/surfing shops, 4x4 hobby shops, white water rafting, mountain climbing and camping shops.

But in light of what sir almighty has to say, why some municipalities classify these as other than that is beyond me...

Just goes to show what kind of people we're putting in government positions hehehe

In general, service businesses are those that render only technical support or specialized labor. When the business involves mainly selling any kind of product.. it takes on a (wholesale or retail) selling character, and other or additional services offered alongside are simply incorporated with it, under the category general enterprise.

For example: an event organizer who simply puts together birthday parties or coordinate weddings or produce/manage corporate events may claim to engage only in professional service. If the organizer starts renting out the chairs and tables.. that may already be taken to fall under equipment rental business. And if the organizer includes selling the party favors, souvenirs, etc.. selling business na. The nice thing about registering a general enterprise business - it can almost freely engage in, and encompass, service, rental and selling. Whether or not the business maintains a shop or storefront, tax assessments and fees (signage permits, garbage collection, etc) will vary.
